Should we follow the Americans?

They have fortified  food with Folic Acid and seen a large reduction in Neural Tube Defects, such as Spina Bifida.

Europe has tried to recommend women take it when trying to conceive. This has failed to reduce the risk. As Folic Acid has to be taken in the first few weeks after conception, I think the Americans are right. In the bread perhaps?
